The 1992 Consensus is fake and Terry Gou sucks

It's sort of a "thing" for Taiwanese leaders and presidential hopefuls to publish opinion pieces in major American newspapers. The purpose isn't just to raise international awareness but to make the case to the world, in English, for why they should lead the country or why their vision for Taiwan's future is in the world's best interests. 

I'm not sure many would-be leaders of other countries find it important to do this, but Taiwan is in a unique enough geopolitical position that, right or wrong, Taiwanese leaders feel the need to garner not just local but global support and justify both themselves and -- frankly -- Taiwan's continued existence to the world. 

So far, William Ching-te Lai has had his moment in the Wall Street Journal. WSJ's subscription fees are far too high, but it can be read with a translation here (on Facebook) and a summary on RTI. It's pretty standard, an attempt to project stability and maturity as the DPP seeks to transition from a Tsai administration to one headed by Lai. Stability matters to the party named -- possibly apocryphally -- "troublemakers".  It's not a fair description: like or dislike the DPP, the only thing "troublesome" about them is that they have consistently championed Taiwanese identity and their fundamental perspective on Taiwan now mirrors the majority consensus. Basically, okay, cool. But not that interesting. 

As far as I know the KMT's Hou and TPP's Ko have not published anything similar -- I've been busy and in poor health recently, so if I've missed something let me know -- but Foxconn chairman, Guy Who Wants To Be President and all-around massive asshole Terry Gou has, in the Washington Post. Again, you can read a summary on RTI, including a response by the Ministry of Foreign Affairs.

It's exactly what you'd expect: we need the One China framework as a means to push forward talks with China, accepting the 1992 Consensus as a standing and valid framework, and pursuing peace by negotiating directly with China. He insists this is how Taiwan can preserve all it holds dear and China need not be an enemy -- forgetting of course that China has made it clear that their only goal is to annex Taiwan, there are no "talks" or bargains that will change this goal, and that we already know what happens when China promises to respect local governance...thanks to watching the tragedy of Hong Kong.

Overall, I have little to say about this that Michael Turton hasn't already said on Twitter. Turton points out that Gou's policy position was the standard between 2008 and 2016, under Ma Ying-jeou. You know, the least popular elected president in Taiwan's admittedly short democratic history. That policy not only failed -- China did not back off its ultimate subjugationist goal, the economy did not improve, and "talks" led basically to trussing up Taiwan to prepare it for annexation -- but it wasn't popular, either. 

In fact, to me that's one of the key points: Gou tries to make "abandoning" the "One China framework" the actions of an errant DPP, a political ploy. He completely fails to register that Taiwan does not pursue talks under a "One China" framework because the people of Taiwan do not want it. The vast majority do not want to be part of China. Most consider the status quo to be sufficient qualification to consider Taiwan independent. A large majority do not identify as Chinese at all, and those that identify as both almost always prioritize Taiwanese identity. Almost no one identifies as solely Chinese, and almost no one wants to move toward unification. 


This isn't the dastardly DPP's doing. It's the general consensus of the Taiwanese electorate.

Indeed, history has no such examples of states successfully surviving by allowing themselves to be swallowed by an expansionist neighbor. 

There's another thing worth talking about though. It's referenced often but, to my mind, not broken down enough. Gou leans strongly on the 1992 Consensus, supposedly an agreement reached between representatives from Taiwan and China that both sides agreed that there was indeed "one China", and provided a basis, apparently perpetually, for cross-strait interaction.

So let's talk about the 1992 Consensus, or more accurately, why the 1992 Consensus is a fabrication. It's utter horseshit. Made-up. Not real. Fairy dust. A joke. Bupkis. 

Gou's article unwittingly acknowledges this: 

The current Democratic Progressive Party leadership has only made the situation more tense. Under the so-called 1992 Consensus, Taiwan and China agreed to accept the framework of “one China” — although the parties have differing interpretations of that term — and held discussions that over the years resulted in a number of productive agreements. 

If the two sides cannot agree on what the term "one China" means, then they fundamentally did not agree to accept the same framework. They can't even agree on what the framework is. So, that's not a consensus!

If you can't agree on the meaning of a term that defines your framework, then saying "we agree to the framework" is meaningless, both functionally and semantically. For there to be a consensus on "one China" of any sort, the two sides would have needed to agree on what "one China" means. They didn't. So, no consensus:

According to the piece from the former deputy chair of Taiwan’s Mainland Affairs Council (MAC) and deputy chair of the Straits Exchange Foundation (SEF), they “reached a consensus with respect to the content of the agreement, but the Mainland insisted on putting the ‘one China’ principle in the preface of the agreement, but Taiwan strongly opposed this provision.”

“The agreement” referred to above is a 1991 negotiation on document authentication and registered mail between the two countries, basic communications. But the PRC insisted that even something so trivial and basic include the PRC’s “one China” definition. The KMT side rejected that.

Kao’s discussion observes that at the November 1992 meeting in Hong Kong both sides made five proposals but each rejected the other’s ideas. The KMT side followed up with three more proposals, but those too fell on deaf ears. The PRC delegation returned to the PRC.

“Therefore,” says Kao, “no consensus was reached during the 1992 talks as the negotiations broke down.”

China has not even said that they agree that there are, or can be, "differing interpretations" of the term "one China"! For the two sides to say that they agreed in 1992 that there was such a thing as "one China" but the details of what that is need to be worked out, well, that would be some kind of agreement, though not a full consensus. But they didn't even do that -- you can't say "the two sides disagree on the interpretation but there is a consensus" when the two sides don't even agree that it is possible to disagree on interpretation!

Even the Mainland Affairs Council recognizes that China has never agreed with either the KMT's interpretation or even the possibility that such an interpretation could exist:

The MAC indicated that, during the formal meeting between the leaders of the two sides on November 7, President Ma directly told the Mainland leader that the consensus reached by the two sides in November 1992 was that "the two sides of the Taiwan Strait insist on 'one China,' but differ as to what that means, and each side could express its interpretation verbally." This position accords with the ROC Constitution. President Ma has been consistent in his stance on the "1992 Consensus of one China, with respective interpretations." The core of this position is to highlight the ROC's sovereignty and Taiwan's dignity. The Mainland should seriously and pragmatically face up to this. [Emphasis mine.]


If China "should...face up to" what the 1992 Consensus means, then it has not actually accepted the KMT's definition of what the consensus even is. If you can't agree on the content of a consensus, it is not a consensus.

All this assumes that the agreement took place at all. Meetings were indeed held in 1992. But it's telling that there is no documentation from that time saying there was indeed a consensus reached, or what it was. The term itself did not entire the lexicon until 2000, when it was fabricated by the KMT operative to, in his words, "decrease tensions" (more likely it was fabricated to try and hurt the DPP's election prospects). 

Lee Teng-hui was president in 1992 when this "consensus" supposedly took place. What did he say about the guy who made up the term?

Su made the remarks yesterday in response to Lee who, during a Taiwan Solidarity Union seminar on Monday, said that the so-called "1992 consensus" was a fiction.

"Little monkey boy's trying to make up history," Lee said of Su, daring him to respond on the matter.


I know the KMT stopped respecting Lee Teng-hui a long time ago, but "we don't like that that guy turned out to be pro-Taiwan" isn't good enough reason to discount his view on the matter. Lee was indeed the unelected president when these meetings happened in 1992 (direct presidential elections began in 1996). He surely would have known of any true "consensus" arising in 1992. 

This is, of course, why nothing I've found written about Taiwanese history or democratization between 1992 and 2000 mentions the supposedly "historic" consensus. Odd, if said consensus actually happened, and was as important as the KMT and Gou insist it is.

He directly said it did not, and called the guy who made up the term a "little monkey boy"! 

The final reason why the 1992 Consensus is a fiction isn't so much that it never existed (though it never did), but that even if it did, it was an agreement reached not between Taiwan and China, representing the will of their respective populations. It was a meeting between the KMT and CCP -- political parties in power, but not elected. If we're being generous and saying it was two governments, not two parties, that met in 1992, it still doesn't matter.

China has remained a dictatorship but Taiwan, notably, has not. Agreements reached by the KMT dictatorship before democratization cannot and should not be forced on Taiwanese in perpetuity, in a democratic system where they have the right to reject the work of past dictators. The people of Taiwan never agreed to this "one China" framework. They were never given a say. Now, they have a say in their own government, so it's wrong to insist that all of the One China nonsense set in motion by the KMT must be forever binding. 

Why should it be? I can't think of a single good reason. If the people of Taiwan don't want it, then that should be that. I think after the disaster of Ma's administration and the success of Tsai's, and the fact that polls consistently show low support for pro-China rhetoric, shows that the electorate does not want "one China" anything. 

If they did, then that might be different. But they don't, and probably won't -- ever again, if they ever did. This isn't "because of the DPP'" or something the DPP brainwashed people into thinking: changing perspectives on sovereignty and identity have famously not followed electoral trends. If anything, the trends have brought the DPP to power, not the other way around.

That, again, assumes there actually was a consensus, leading to a framework. To repeat, there wasn't.  The only thing we can say with certainty is that representatives of the KMT and CCP dictatorships held meetings in 1992 -- not even the outcome of those meetings is clear. 

So if it's such garbage, why is Gou spewing it in the Washington Post? This is clearly not for Taiwanese, who mostly think the 1992 Consensus is not a real thing (because it isn't), or they believe it's real because they have to in order to keep their faith in the KMT. I kind of understand this: if your family gave up their life in China to flee to Taiwan with the Nationalists, it must be difficult or impossible to admit that they based their entire lives in Taiwan on a lie about the horror that the KMT really were. 

Taiwanese also know that no, "Beijing, Washington and Taipei" do not "share responsibility" for current tensions. They're not Washington Post readers predisposed to believing that the US is terrible so China must be alright, and Taiwan sure sounds troublesome. They're caught in this conflict, and they know exactly who is to blame: Beijing, and Beijing alone. They know who the provocateur is: Beijing, and Beijing alone. Not Taipei for simply wanting to govern itself in peace, and not Washington for thinking, finally, after all these years, Taiwanese have this right.

Gou is saying this for low-context or low-information readers, who might not care who becomes president of Taiwan, but might be persuaded that there's popular support for a "one China framework" in Taiwan (there isn't), and that this Terry Gou fellow therefore talks sense, unlike those DPP troublemakers. He's banking on the average American reader's lack of context to peddle some 1992 Consensus street drugs: after all, if you're a low-context reader talking to other low-context readers at a dinner party or happy hour, you sure sound smart if you know what the "1992 Consensus" even is! You probably didn't even think about whether Taiwanese wanted this or why the chairman of Foxconn is saying it in the Washington Post to get your attention at all. 

In doing so, he wants to show the KMT leadership that he can command US attention, because this man still wants to be president, even though he'd be terrible at it (his own workers hate him; do you really want to be a citizen under his leadership?)  The KMT still peddles 1992 Consensus snake oil, so this must sound like music to them as their own candidate falters in the polls and doesn't seem to be trying to win the election at all. If not to replace Hou outright, Gou at least wants a VP nod, or some other candy. 

WaPo probably should have fact-checked this better, but frankly, they were never going to. If someone like Gou sends them an opinion piece, they'll publish it because it seems like just "opinion", and he's prominent enough. Even if they tried, there isn't enough clear information on the 1992 Consensus out there: I could see a low-context fact checker deciding it might be a real thing, and letting it stand. 

So it's our job as informed readers to sniff out horseshit when we see it. And what Gou is trying to sell you is absolutely that.

The KMT's Massive Cracks (and the DPP Firming Up)

One of the two parties has been putting their ears to the ground.
The other needs a hearing aid (perhaps literally). 


Nine months ago, if you'd asked me about Taiwanese electoral politics, I would have told you these things:

1.) The DPP is cracking up at exactly the moment that it needs to come together and show unity. As a result, the DPP are going to continue to be tainted by accusations that they're not good at administering once in power and are, at their core, just populist rabble-rousers (as friend and political analyst Donovan Smith put it) who are prone to infighting. 


2.) The KMT is going to unite behind Big Uncle Dirk, not because they all like each other, but because they see him as their only chance to win in 2020. Terry Gou will be pissed, but that's it. 

3.) Because of this, both parties are going to have trouble shoring up their youth credentials and future leaders, because both are 'older' parties. 

So I guess it's a good thing that nobody asks me about politics, because damn was I wrong. 

Now that the major parties have finalized (finally!) their revised party lists for proportional representation seats and their presidential candidates have chosen running mates, it sure looks to me that the DPP, against all odds, has managed to actually unite. On top of that, tapping her primary challenger, Lai Ching-te, as her running mate was a great way to really bring home that 'unity' message. I'm not a fan of Lai (I think he's a corrupt, self-serving opportunist) but I understand why he was chosen. 

The KMT, on the other hand, are the ones falling apart and come across as terrible, out-of-touch administrators. With Han saying things like "Tsai is fat and white [that is, corrupt and soft] and I'm dark and think [i.e. one of the everyday working people]", the KMT is sounding more and more like "populist rabble-rousers" compared to the DPP's well-considered governance. On top of that, the KMT party list exposes how much they - rather than the DPP as once seemed to be the case - are plagued by factional infighting. It's so bad that Han's own running mate, Simon "Who?" Chang, suggested that people vote for pan-blue third party candidates.

I don't actually want to talk much about the party lists though - plenty of people have already done that. All you really need to know is that the KMT's list, even revised, is such a massive joke, full of ancient 'Mainlanders' (people born in China or who identify as Chinese because they were born in Taiwan to Chinese parents not long after the 1949 diaspora). Revising it didn't really fix that, despite removing the guy who said independence supporters - so, most Taiwanese - should be beheaded, and Wu Dun-yih putting himself lower down on the list (putting himself on the list at all was craven and opportunistic). 


The DPP's list is problematic too, with not that many young candidates who could benefit from the exposure, and an indigenous TV host put at #1 and then revised off the list altogether. But nobody seems to be talking that much about it, because the KMT's absolute insult to the Taiwanese people is sucking up all the attention.

It's also worth noting that other than these blunders, the DPP party list seems designed to send a few clear messages: first, we are unified. Or, less generously, we are making sure all our key 'people' are happy for now. Second, we're tapping (experienced, older) experts. Or, also less generously, we actually aren't trying hard to shore up our youth support (though at least one nominee, Hung Shen-han 洪申翰, is under 40)
. Finally, we are willing to work with the Left (considering the inclusion of someone like Fan Yun). Or, again, less charitably: we are trying to absorb pan-green third parties so they cease to be a threat. 

Regarding that last one, though, I don't think there's a big practical difference between the two interpretations. To absorb those third parties, they pretty much have to accept lefties into their ranks. By recruiting lefties, they undermine those third parties. The difference is...what exactly?


But here's the thing - although the DPP party list doesn't skew particularly young or indigenous, I would argue that the DPP overall has done a solid job of shoring up its overall youth credentials. Hiring Sunflower luminary Lin Fei-fan, when it's well-known that the NPP also wanted him, was a baller move. Importantly, he was the one who chose the DPP over the NPP, for his own reasons - but his choice does send a message. Gaining the support of ex-NPP and now independent legislator Freddy Lim was also a win. In addition to Lin, the DPP has been attracting a fair number of people from the Sunflower generation

It's worth noting that this has been the DPP's plan since the 2014 Sunflower movement - they've always hoped to recruit these younger activists, though they did not immediately run them for office - and what we're seeing now, despite their party list skewing older, is the beginning of the fruition of that policy.

I wouldn't personally know, but I would be shocked if they aren't trying to grab the recent exodus from the NPP, too. I don't know if they'll be successful, but I can't imagine they won't try. With Fan Yun recruited, I'd be shocked if they weren't trying to bring the only Social Democratic Party politician ever elected (as far as I'm aware?), Miao Poya, into the fold. I'm not confident she'll bite, though.

It's also worth noting that, again, there is little practical difference between recruiting the more liberal members of this generation (including poaching or vacuuming up unhappy defectors from other parties) because the DPP is willing to move to the left a bit, and doing so simply to eradicate their pan-green challengers. 


The KMT, on the other hand, seems to have dug in its heels on being the Party of Your Grandparents (and Maybe Your Parents If They're Kind of Awful People.)

I suspect that this is because the DPP's core philosophy was never actually populist rabble-rousing: that sort of political rhetoric may be adopted by any party and is more of a quick-win strategy than a guiding ethos. They've always been the party borne of the Taiwanese democratization movement, which means they're the party more willing to consider a progressive way forward. Although they have their elders and social conservatives and have not always been on the more progressive or liberal side of every issue - and have just as much interest in keeping Taiwan locked into a system dominated by two major parties as the KMT - they've shown the capacity to evolve with the times. Passing immigration reform (unlikely in the Chen era, but one of the first things Tsai did) and same-sex marriage are clear indicators of that.

As a result, they have a core guiding ethos that has the capacity to attract the support of younger generations, even if the party doesn't always live up to its own ideals. Despite setbacks - the delay with passing same-sex marriage being just one - they can shore up their ranks with Millenial and Gen-Z recruits and hang on to youth support. Or at least, the potential is there.

It's not that the KMT doesn't want to attract the youth - I'm sure they'd love to get the votes of some imaginary "sons and daughters of China" (中華兒女). But, despite the occasional socially liberal move (for example, they were once the technocrat party which was actually more open to immigration than the then-Hoklo ethnonationalist DPP), their guiding ethos is one of political conservatism and authoritarianism. That's no surprise given their origin in Taiwan as an occupying force and then a military dictatorship.

What the DPP envisions for the future needs some tweaking, for sure. They really should back off on the useless drug war, and the death penalty has got to go. Same-sex marriage needs to evolve into full marriage equality. But their fundamental principles - a free, sovereign and democratic Taiwan in which everyone enjoys equal rights - is one that can carry to the future. 


The KMT - they want what exactly? From their nominee, you'd think it was allowing Chinese annexation. From their party list, some old-fashioned notion that Taiwanese are primarily Chinese or that the ROC could ever "retake the Mainland". Certainly, according to things Han and his wife have said, they're turning more socially conservative and especially hammering the "family values" and anti-immigrant rhetoric. A shame, as they were not always the more socially conservative party on every issue.

How do those beliefs carry to the future? They don't. The youth won't vote for any of that.

As a result, I can count the 'young' KMT future leaders who are publicly high-profile now on perhaps one hand, one of whom was left off the KMT party list. All of them are older than me (I'm in my late 30s - not exactly young). The DPP, on the other hand, has grown a much bigger stable. They might screw it up - one reason why the NPP fell apart, after all, were the Generation Xers running the show and not giving the Millenials and Gen-Z members enough opportunities or a big enough say. But for now, things are looking fine.

In short, I never thought I'd say that the DPP might actually maintain youth support rather than growing as gray, wrinkled and irrelevant as the KMT, but they're actually doing a pretty okay job of it.

This doesn't necessarily mean the KMT will lose, of course. Young people are not as reliable voters as older ones, and despite it being noxious, populist rhetoric is often effective. They probably will lose, but in this election cycle, their inability to attract the youth probably won't be the reason why. All of the work the DPP is doing to keep itself relevant is going to pay off one generation down the road more than it will now.

What scares me is that if the KMT does pull off an unlikely win, Taiwan is in a precarious enough position vis-a-vis China and the KMT has grown so much more 'red' and unificationist that the vision of Taiwan that the Taiwanese youth (mostly) want will never have time to blossom. Their parents and grandparents will put Taiwan on a road that their children never wanted. Rather than having the ability to build the country they do want once they become the most powerful voting bloc, they'll be forced to fight for their very survival instead. You know, like in Hong Kong.

In other words, I don't think Han will win, but if he does, I'm not sure Taiwan as a sovereign nation will survive it. And it's the youth who don't even like Han or the KMT who will pay the price for that.

This whole "English as the second official language" thing

So you've probably heard that Premier William Lai has promised to make English the "second official language of Taiwan", with the idea that English, being an international language, will help raise Taiwan's visibility and competitiveness.

You may also recall that Lai enacted the same policy when he was governor of Tainan - this is clearly some sort of pet favorite project of his. Of course, if you've been to Tainan, you might notice that English isn't particularly widely-spoken there. That's not a critique of the programs in place, it's an observation from my trips there: the program may be fantastic, but I have not personally noticed a city-wide improvement in English proficiency.

This leads me to wonder whether Lai likes this particular policy because it looks sweeping and potentially transformative, it looks forward-thinking (and specifically focused on a world outside China), but is ultimately toothless. There will be no accountability when language proficiency goals aren't met, which is great for him.

And they will not be met, because the Ministry of Education, at the national level, doesn't know how to set second language proficiency goals that are based in real-world communicative competence. I doubt any study providing reliable data about overall English proficiency in Taiwan will be done.

Hell, forget communicative competence - I'm not even sure scores will go up on the crappy, useless, garbage English exams they've got now.

(Oh, sorry, I should use professional terminology. The tests lack most types of validity, are inauthentic, are so indirect as to be thoroughly unable to measure real-world ability, tend not to test at the discourse level and often don't even make sense.)

I don't mean to imply that I disagree with the general idea of making English a second official language. Many countries have English as one of their official languages, including India, the Philippines and Nigeria. At first glance, it also seems as though these countries do have high(er?) rates of actual English speakers.

That said, those same countries also tend to have a colonial history that is intertwined with English, which Taiwan does not. Generally, English as one of the official languages in those countries happened because of that colonial history, so while there may be correlation, there's no proof of causation. English-medium education in those countries is more likely to exist regardless of official language policy.

I'd still be otherwise on board though: there is a lot of evidence to support the idea of bilingual education, if this is where the policy were going to lead (but it's almost certainly not going to lead there.) A big question in multilingual education is whether policies create learners of languages, or users of languages. I would be strongly supportive of evidence-based, professional-led (as in, actual language teaching and second language acquisition professionals, not ministry officials with general Education degrees) movement towards an English education policy that sought to create users of languages, with assessments and measurements designed accordingly. (Check out the Routledge Handbook of Multilingualism for more on multilingualism in general, including this topic.)

If you want to know why Taiwanese kids study English constantly yet so many can hardly speak it, look right past your folk theories (though some are better than others) and look straight at that. Taiwan as a nation, whether in buxibans or the formal education system, simply does not seek to create language users. Target that, and you've cut the whole damn knot.

That's not likely to happen, however. Even if the programs in place in Tainan are good - and I have it on solid authority that they are, despite a lack of data about their overall effect on English proficiency in the city - national-level obstacles in how language education is viewed in Taiwan will almost certainly make it difficult to roll-out an effective, modern program nationwide.

The overall reliance on exams create absolutely terrible learning benchmarks (benchmarks themselves not necessarily being bad things, it depends on how they are designed and applied). Teacher training, when it is good, can't make up for this due to the pressure to give in to negative washback (I haven't read the material in that link but Kathleen Bailey is reliable, so I feel confident posting it).

The main issue, to my mind, is the overwhelming negative washback of the stressful national high school and university entrance exams. There is already some indication that the exams create a situation where elementary school teachers feel free to implement communicative language teaching (CLT - which is hardly a new concept; it was developed in the 1970s) whereas teachers at the junior high school level and above feel more pressure to teach using older methodologies that they feel better prepare learners for the test (rather than preparing them to actually use English).

If something so mild and mainstream as CLT can't even be successfully implemented nationwide at all grade levels, I don't see how a more innovative curriculum might overcome this obstacle.

This is not a criticism of the teachers themselves. I began my own teacher training career believing teacher training in Taiwan was abysmal; now I've seen enough of their knowledge base and classroom practice I have a more optimistic view. My only gentle critique is that there is a heavy focus on the Applied Linguistics/SLA side of teaching, and not enough on pedagogy/methodology/classroom management and how to apply them.

Others who would have a strong basis of knowledge for evaluating teacher cognition (including their knowledge of how to teach), who have talked to teachers in other contexts in Taiwan, tend to agree: the teachers may well know what they are doing, but there are a lot of barriers to being able to implement their ideas in the classroom.

However, I see no evidence that people in charge of managing language teachers and curricula at the national level know what they are doing, or can handle pushback from more traditionally-minded critics. That's not going to change overnight, and the best-trained teachers in the world will struggle with that hurdle.

On the plus side, multilingualism is not necessarily subtractive - the Taiwanese government got that wrong when they made it illegal for kindergartens to employ foreign teachers (which doesn't necessarily mean the same as not allowing English to be taught in them; I can't find any sort of law against that, but that was certainly what they were going for). The government assumed English would be subtractive and take away from local identity, when it never had to be that way.

Learning a second language at any stage - even at the stage where it could be a second native language, or L1 - doesn't take anything from knowledge of one's other L1. It may take a little longer for both native tongues to develop fully, with a long intermediary "interlanguage" stage, but research clearly shows there is no adverse long-term effect. (For more on this, I recommend Lightbown and Spada's How Languages Are Learned).

If adding English as an "official language" does not have to be subtractive to local languages, then wouldn't it be additive? As in, gaining an additional skill on top of the linguistic competencies one would gain simply being born and raised Taiwanese? Research does show that additive environments produce more successful learning outcomes. I would hope so, but I do question why English is prioritized for "official" status over Taiwanese Hokkien, Hakka or any indigenous languages as languages actually spoken natively in Taiwan. It's hard to make the case for English being an additive rather than subtractive language competency when it is being pushed to the forefront ahead of other neglected local languages. That's close to the definition of what it means to be subtractive!

A final thought: there will be people complaining about this policy as "linguistic imperialism" - I see where they're coming from, but I take a more, let's say, postmodern view. Modernism states that English can only be introduced as a language in a colonial or postcolonial context exploitatively: that it is always subtractive, never additive, and always seeks to overlay this new identity of "English speaker who therefore conforms to Western/Inner Circle norms" onto whatever original culture exists in any given place.

Look...sure. But Taiwan isn't some poor postcolonial backwater exploited by the West - it's a developed democracy exploited by China (where the idea of Mandarin as an official language originated!) If anything, Mandarin is more of a linguistically imperialist language to have as an 'official language' than English!

Taiwan, rather, tends to use English in an 'appropriative' way: those who really learn it want to learn it so they can use it to their own ends, to meet their own goals. Those goals might be as lofty as disseminating a message - perhaps writing an op-ed for the Washington Post about Taiwanese identity - or as workaday as advancing in a chosen career. Taiwanese use of English is far more in line with a postmodern, World Englishes or English as a Lingua Franca model of second language use than a "linguistic imperialism" model.

So, there ya go. This could work - it could be a great idea. We could come together to create a language learning paradigm that created users of English rather than just learners. We could torpedo the language exams, because they are useless trash. We could turn English into something additive to Taiwanese culture - and use it as yet another way to differentiate Taiwan from China.

But we won't, and Taiwan will probably suffer for it. Whatever might have caused the disconnect between Tainan's attempts to implement innovative English curricula and my anecdotal observation that proficiency has not improved, it likely exists at the national level as well and will cause the same problems.

Even now, I notice it is difficult for my students to effectively talk to foreigners (they generally get better after they work with me). Many have expressed a desire to promote Taiwan abroad. Some are actively trying to do this, or hoping to, but they come up against their own language competency limits, and get discouraged. It takes longer to communicate effectively when this happens, and people just don't have the time. As a result, the 'case for Taiwan', the soft power of the Taiwanese people themselves, never quite makes it out of the larval stage. And I see little to suggest that Lai's grand vision for English is going to help those who want to grow wings, because there is no indication that there is a plan to overcoming the obstacles it will face.

Don't trick people into civil disobedience

I want to keep this short, because I have a grad school paper to write and, while I'm doing OK with that, I am in real danger of getting behind.

But, ever since the labor protest on 12/23, something's been bugging me and I feel like I have to say something, because it's just not been reported to my satisfaction.

I touched before on a particular moment in that protest in which the demonstrators marched up to a row of police blocking the Zhongshan/Zhongxiao intersection, forcing them to turn towards Taipei Main Station.

The march stopped - it did not continue towards Taipei Main as directed, and announcements were made that the police had blocked the route they'd been approved to march, changing the route without notice and declaring the intended march from DPP headquarters to the Legislative Yuan as an "illegal" protest. It was made quite clear at the time - well, as clear as it can be in such a mob - that we had been approved to march through that intersection and now the police were stopping us in order to cause problems or to choke the march - and therefore that the police were in the wrong.

I didn't buy that - why would the police want to create conflicts with protesters? I've covered the reasons why in my other post on this demonstration.

It also makes sense not to approve marching in that intersection, rather than to approve it and later refuse entry. The Executive Yuan is on that intersection, and it was heavily protected with barricades and barbed wire. It makes a lot more sense that the government knew perfectly well that demonstrators would try to occupy it if they were allowed into the square, and try to head that off before it ever became a potential outcome (though I would hope Taiwanese protesters have learned by now that, right or wrong, that won't be allowed again).

So we get to that line of police, who are standing in tight formation but not instigating anything (though I'm no fan of the riot shields), and people start to push back, shouting "police give way!" and starting scuffles and short fights.

It is important to remember that the demonstrators confronting the police almost certainly believed that the police were denying the protesters the right to enter a space they were supposed to be officially allowed to enter, not that they were trying to push past police to occupy a space they had been told they could not enter.
I don't believe that protests and marches must or should always stick to "approved" routes, or that they must "apply" to be allowed to protest. Protesting with government approval undermines the whole point of demonstrating in many cases. Civil disobedience has a role to play in a healthy democracy, and I am not opposed to breaking unjust rules, regulations or laws.

I do not believe it was wrong to try and enter that intersection in principle.

Remember that as I continue the story.

The police stand their ground, with some physical clashes taking place (nothing too serious - there were injuries later but not at this point). Eventually, they give way, and the demonstrators occupy the intersection. As expected, some try to enter the grounds of the Executive Yuan.

Later, I find out via the friend I was with that the demonstrators had never been approved to enter that intersection, and the police were trying to ensure we took the route we'd been approved to take.

In fact, as I found out much later - because I am a terrible journalist I suppose - the people perpetuating the false impression that the police were blocking our path were the labor union organizers, not the youth. The two groups don't overlap much, with the former being older and skewed somewhat politically differently (lots of pro-unification leftists, not necessarily green but also not Third Force)  and the latter being younger, pro-independence and classic Third Force. After getting us to break through police lines, the union contingent left, leaving the younger social activists encamped in the intersection and later playing a cat-and-mouse game with police as they engaged in civil disobedience (perhaps this time the more honest kind) from Taipei Main to Ximen to 228 Park and back again. After engineering a certain outcome, the labor union demonstrators went home.

To be honest, I feel tricked and abandoned.

Again, I don't think it's a problem to deviate from what has been "approved". I don't think we have to obey every command we're given. I don't believe in allowing the government to render protests toothless. I absolutely believe in civil disobedience.

But here's the thing - the organizers lied about the reason for the police line.  They led us to believe we were being denied a space we'd previously been promised. They led us to believe the government was trying to provoke us, that the police had no right to be there (even if you believe in civil disobedience, you have to admit - the police did have the right to be there. We also had the right to try and push past them).

To me, civil disobedience must be genuine. It must come from a social movement deciding it must follow certain ethical principles that clash with unjust laws, and working together to insist that legal frameworks accommodate just actions. It must happen honestly - it must come from the crowd based on real situations and perceptions that are as accurate as possible.

If we were going to push past that police line - and I do believe we had the right to do so - we ought to have done it as an act of civil disobedience, not because we believed that the police were barring us from a space we were "approved" to be in.

We might have done the right thing, but we did it for the wrong reasons. We did it because we were lied to. We did not do it based on accurate perceptions of the situation - what we believed was dishonestly manipulated to engineer a specific desired outcome on the part of the organizers. We were their pawns.

I do not like this. I do not like it one bit. I do not like being lied to. If I'm going to confront the police (which I generally won't do - I'm not a citizen after all and I can theoretically be deported), I want to do it knowing what the real situation is. I do not appreciate being lied to in order to steer me toward a particular action, and I bet a lot of people there that day felt the same way.

If that action was going to happen, it needed to occur honestly, sincerely, with demonstrators knowing what they were doing and why. We are not cannon fodder.

It discredits a social movement for the organizers to knowingly lie to participants to engineer their desired outcome. The government is opaque and often dishonest - the last thing we need is for those who organize to demand more transparency and accountability to the people to be opaque and dishonest as well. It discredits social movements as a whole if this becomes a regular tactic. We can't say we're the "good guys" if leaders can only get what we want by lying to us, if we allow them to keep doing it.

I'll be honest in a way the organizers were not - I'm deeply disappointed and disillusioned. I'll still turn up at protests and other civil actions to observe and report, but I'm not sure when I'll participate again.

All you do when you lie is lose our trust. We're not afraid of civil disobedience, but only if it's done honestly. Only if we really are the good guys, and we live up to higher ideals than the unjust systems and dishonest people we're fighting against.

Don't do it again, or you'll lose more than one unimportant white lady: you'll lose your supporters, the trust of the Taiwanese people, and any chance you might have had of getting the powers-that-be to take you seriously.

I am also worried that if the two main groups fighting the new labor laws can't get along and have divisions that run so deep that one would basically pull the rug out from under the other, and neither can seem to capture the public zeitgeist, Taiwanese labor is, well, screwed.

Don't be children. Grow up and do it right. Come on guys.

No, immigrants are not the key to the labor shortage

Anyone who has even a passing acquaintance with Lao Ren Cha or me personally knows that I am staunchly pro-immigration. It's one of the very few beliefs I actually share with libertarians. I do believe relaxing immigration requirements - not only in terms of naturalization but in terms of the laws that regulate us once we arrive - will be to Taiwan's benefit, not just my own. We contribute to the economy and deserve commensurate rights under a fair-minded policy, and those of us who wish to remain permanently deserve better tools to be able to do so, because we are generally good for Taiwan.

However, I have to say, I'm a bit sick of people referring to a sickly cousin of this argument as a defense of immigration reform: that it will "help reverse brain drain" or that it is "the key to the labor shortage" - that, in order to stem the dual problems of Taiwanese talent moving abroad and a cratering birth rate, we need more immigrants. Despite immigration, in my view, generally being a good thing.

In his recent statements, Premier William Lai was not entirely wrong - we cannot discuss how Taiwan will keep pace in a (so sorry for the lame cliche) "globalized world" (barf) without discussing immigration (link above):

“It is impossible to talk about talent recruitment without touching upon immigration policy,” Lai said, adding that the Cabinet would discuss how to create a friendly immigration environment before revealing its new policy.


However, he is doing more harm than good in referring to us as the key to bolstering the labor shortage:

Lai made the remarks in the last of five news conferences held this week to address the nation’s “five industrial shortages” — land, water, electricity, talent and workers.

No.

First of all, Mr. Lai, do you know what kind of damage you are doing when you revise the new labor regulations in a way that hurts workers on one day, and quite literally on the very next day you talk about attracting immigrants? What kind of message do you think you're sending?

Since perhaps you are not aware, Dear Willy, I will tell you:

You are sending the message that you don't care about Taiwanese labor - that you do not care about the average voters, that you do not care about your own people - because you intend to replace them with immigrants anyway. This does not help. This only lends credence to the notion that the government not only isn't concerned about plummeting wages as a result of ostensibly "cheaper" immigrant labor, but that they are depending on it. It only renders true the recent criticism that the current DPP-led government not only doesn't care about Taiwanese workers and doesn't think they are strictly necessary, but that they likely never did.

You are essentially saying that it is acceptable to crap all over Taiwanese labor rights, because it doesn't matter - you can always get some foreigners in here to do the work.

That not only hurts you, Willz, it also hurts us. It makes us look like the bad guys, which we never wanted to be. We just wanted to build lives here while also being a positive force that contributed to Taiwan. We never wanted to be fingered as replacements for Taiwanese labor, nor the reason why it was deemed acceptable to further worsen an already problematic set of new labor laws.

Stop it, WillWill. Just stop. No.

In fact, as wrong as New Bloom was regarding immigration regulations in other countries, they are right about the disastrous effect the DPP's  changes are going to have not only on Taiwanese labor and the brain drain, but to their own popularity. They are going to pay for this, and you know what? They should.

The solution to Taiwan's labor shortage is simple. Four words.

Treat your workers right. 

In fact, I have a problem with the whole "brain drain" debate. I'm a bit sick of people like me - "foreign talent" - being touted as a "solution". Not just today, from the mouth of Billy Lai here, but generally.

I'm not sure why more people are not saying this, because it's bleedin' obvious to me - the solution to Taiwan's brain drain is for Taiwanese employers to treat their workers like human fucking beings.

Pay them a fair wage - a wage on par with what they can earn in other countries at a similar level of development (and some that aren't, like China). Then the most talented among them won't feel the need to go abroad to seek work. Paying them more further makes it easier for them to start families, which will help slow or reverse the declining birth rate. Considering that Hsinchu County has a high birthrate (a student once told me it was the highest) in the country and is an affordable place to live while still having a number of professional jobs thanks to the tech sector, it is clear that given a reasonable income vis-a-vis expenses, that Taiwanese want, and will have, children. Save a number of women who have figured out quite rightly that traditional family roles in Taiwan don't offer them a particularly good deal in life and have therefore decided to remain child-free, if they're not having kids it's not because they've lost interest - it's because they feel they can't afford them. Pay them more and watch that magically change! WOW!

I'm a regular magician, I know.

Give them reasonable working hours. Quit it with handing them work in the late afternoon and then promoting a corporate culture where they feel pressured to stay late to finish what they've just been given. Quit it with the hiring of one person to shoulder a workload best split between two or three people - seriously, stop that. You're not helping yourself or anyone. Tired workers are not innovative, efficient or productive workers. Give them reasonable paid vacation and let them leave at a reasonable time (5 or 6 - with overtime being a rarity asked for and paid for accordingly when an issue is truly urgent - and no I don't mean like now where every issue is urgent, because they're not and you know it - and a full 2-day weekend, even if it doesn't always fall on traditional weekend days).

If they have more free time not only are they better workers - win for you! - but also they have more time to get busy, which means more kids.

Give them room for growth. Stop pushing them down and then wondering why they're not happy with it.

Stop being dicks to them - stop it with the nonsensical orders, the immature management, the babying, the corrupt practices, the passive-aggressiveness and the lying. Not every boss is like this, but for those you are - we see through you. The average Taiwanese employee is no idiot, and knows your stupid game. Why do you think they want to leave? Why do you think they aren't having kids, when they're too tired to do the horizontal tango and too broke to feel they can give their would-be kids a good life?

Basically, treat them well. 

Honestly, most talented Taiwanese who leave probably would have preferred to stay, bar a few adventurous types who just want to see the world (fair - I'm like that too). Taiwan is a great place to live. It's a developed country. It's friendly and fairly safe. It's their home, and enjoys a high standard of living and relaxed lifestyle. Few would leave if they felt they got a fair shake here. Some might start their own businesses, but many would work for you, and you'd be better for it.

So stop saying people like me - or workers from South and Southeast Asia - are the "solution" to this problem. We can and do contribute to Taiwan, and many of us do want to stay. The smarter ones among us support immigration reform, but make no mistake - we are not your easy answer.

The solution is and always was to treat your Taiwanese workers better.

Protect this with robust labor laws, and engender it with moves toward a deeper culture shift in which the crap doesn't sluice from the big roosters top through cages stacked like a chicken coop to the workers clucking below.

Treat. Your. Workers. Better.

Stop using us as an excuse. Engage with us for what we can contribute, not as a way to avoid improving local conditions. By touting us as the solution we never wanted to be to a problem you helped create, you hurt us, you hurt Taiwanese workers and you -William Lai and the entire Tsai administration - hurt yourselves.
